Jeremy Friesen d12d3b3ef1 Removing before actions in favor of explicit method (#16942) ... There is an incredible amount of conditionals in play within this controller. I'm working to disentangle the logic so we can introduce unified authorization policies. The first step is removing the quasi-opaque "before_action" behavior related to authorization.
