Ensuring VideoPolicy#new? is canonical (#16735)
This commit compresses the policy check that spanned both :new? and
:enabled?.  We hide the ability to upload a video (as per the altered
html.erb files of this commit) but we didn't enforce the same logic in
the controller.

Further, as Videos are a subset of Article, I'm adding the "verify the
user is not suspended" test.

Directly relates to #16483

Ensuring POST api/v0/articles authorizes by policy (#16685)
As part of the [Authorization System Use Case
1:1](https://github.com/orgs/forem/projects/46) project, we are driving
towards the feature of: "Only admin's may post articles in this Forem."

This commit ensures that the API's "create an article" end-point
delivers on that feature.

Along the way, I've added reading notes and comments, to help us further
flex in the future (namely move all authorization checks into a policy
object).

Adjusting ArticlePolicy for admin only posting (#16614)
* Adjusting ArticlePolicy for admin only posting

The goal of this commit is actually two fold:

1) To add documentation regarding my current emerging understanding of
   our caching implementation as it relates to our authorization and
   authentication.
2) Flippiing "on" the feature's core authorization check.

Buried within this is the desired normalization of the authorization
between the `ArticlePolicy`'s `#create?`, `#preview?`, `#new?`.

My testing plan for this is to ask for SRE to spin-up a canary, then
test.  What does that look like?  I'm uncertain because this is nudge
closer towards our edge-caching strategy.  Which makes robust testing
more difficult.

Removing Articles::Builder making policy decision (#16536)
* Removing Articles::Builder making policy decision

This change is a refactoring through triangulation.  Given that
`ArticlePolicy#new?` returned true, I'm prepared to assume that calling
`authorize(Article)` in all cases is acceptable.

So to narrow the Builder making a policy decision I renamed the returned
value to reflect what it was actually doing in the logic.  And in
renaming, flipped the polarity of the boolean.  Why the flip?  Because
`needs_authorization == !store_location`.

In consultation with Allison and Jennie, I'm proceeding with a short-cut
to get me unstuck.  That unstuck is namely "I need to ensure that the
articles#new action can go through authorization."

Given that I'll be spending time in the authorization layer, I hope
these noted short-cuts and comments will be useful in future spelunking
efforts regarding authorization.

Ensuring an admin can confirm delete a user's post (#16485)
Prior to this commit, the admin could delete the post but were blocked
by the "delete confirm".  The blocker was because we scoped the finding
of an article to the current user.

With this commit, the admin should be able to confirm the deletion of an
article.

Extracting listing routes (#16338)
The fundamental goal in this refactor is to make it easier to disable the
Listings feature set.  By extracting a routes file (via the `draw` method [see
implementation details][1]), we can more easily disable those routes _en
masse_.  This "crease in the code" could mean that we wouldn't need to update
the controller action logic.  An update of that logic might mean going into
each controller action related to listing and adding a conditional for render
404 when listing is disabled.

Now, on to why this should work (not I did not open the application and click
around, but instead went with a "let the framework help me" mindset).

I believe that this should work; though there's a caveat†.  Here's why I
believe this will work for extracting the listing routes:

Before making changes I ran the following:

```sh
$ rails routes | sort > original-routes.txt
```

Let's break that down:

- `rails routes` :: renders the routing table for Rails; this is how
  Rails converts routes to the magic of stuff like `article_path(:id)`
- `| sort` :: to sort the results
- `> original-routes.txt` :: to write the results into a file.

Then I made the changes and ran the following:

```sh
$ rails routes | sort > updated-listing-routes.txt
```

And finally, I ran:

```sh
$ diff updated-routes.txt original-routes.txt
```

The results were as follows:

```sh

Note the only difference is that the above two lines, one has
`:to=>"organizations#listings"` and the other does not.  However, the
`./spec/requests/api/v0/organizations_spec.rb` exercises the route; so I
assume a hiccup/foible in the route reporting.

There was no difference between the before and after files.

† Caveat: if for some reason the order of the routes mattered, this will
have messed that up.  I don't think that is the case, but we shall see.

Onboarding "improvements" (#16210)
* Don't set saw_onboarding automatically

This should be set by the onboarding checkbox update (user accepted
terms of service and code of conduct).

The issue is a PATCH request to track the last seen page is sent on
the first page, _before_ the user consents to the terms via the
checkboxes.

This issue is masked by a 422 unprocessable entity response when we
don't get a username in the patch request (next commit).

* Only validate username on the username page

Every other "last page seen" dialog was returning a 422 because the
username is only submitted in the 3rd dialog "build your profile".

Only validate the username field when it's submitted, process other
onboarding updates normally.

* Remove failing test

Since the onboarding_update action no longer sets saw
onboarding (since we send the patch before they've accepted the code
of conduct), don't test that we do.

There's a parallel test for the onboarding checkbox update later in
this file that covers the checkboxes have been accepted.

* overwrite instead of merging user_params

We now initialize it empty, no need to merge params here.

Extracting constants and tidying tests (#15946)
Prior to this commit, we had a couple of references to magic strings
regarding DisplayAdEvent objects.  This commit seeks to consolidate that
behavior.

In a handful of cases we had javascript variables, but as these JS files
are `erb` templates, we can inject the constant as well.  This reduces
repetition of knowledge.

Refactoring questions asked of user (#15762)
* Refactoring questions asked of user

In this pull request, I'm extracting and normalizing role-based
questions asked of the user.

Prior to this commit, our codebase has asked two very similar questions
of our user model:

- `user.has_role?(:admin)`
- `user.admin?`

In asking `has_role?(:admin)` we are relying on implementation details
of the rolify gem.  In addition, the `has_role?` question asked
throughout controllers or views means that it's harder to create
hieararchies of permissions.

In favoring `user.admin?` as our question, we can use that indirection
as an opportunity to discuss and decide "Should someone with the
`:super_admin` role be `user.admin? == true`?"

The details of this commit is to do three primary things:

1. Ask the `has_role?` questions in "one place" in the code (e.g. the
   `Authorizer` module)
2. Extract the role based questions that are on the `User` model and
   provde backwards compatable delegation.
3. Structure the code so that it's harder to accidentally call
   `user.has_role?` (e.g., make `User#has_role?` and `User#has_any_role?`
   private).

This is related to #15624 and the updates are informed by discussion in
PR #15691.  This commit supplants #15691.
