This is a "quick and dirty" hack.  Do I like it?  No.  Do I want to delve
into further debugging/refactoring of [a 72 line method][1]?  Not at the
moment.  There are a few pathways forward, but for now, this is the
pathway to hopefully give us insight into the

**Why will this likely address the issue?**

Prior to this commit, for an experiment we would render each of the
goals (anywhere from 8 to 11); each of which would require 2 expensive
queries; which means about 16 expensive queries.

After this commit, the experiment page has none of those expensive
queries; instead each goal now runs the 2 expensive queries.

The hope is that this will help us show the results (albeit on multiple
pages) while coming in under the response time out handlers we have in
place.

**Why no tests?**

Ugh; I know right?!?  I'm beginning to ask that myself.  But for now,
because this is only visible to tech_admins, the consequences of
breaking are limited.  In otherwords, this is not a customer facing
feature, so it can be a bit less robust in it's testing.  At least
that's the rationalization I'm establishing.

Further, local tests would not reveal the production environment
complications of large data sets.  The aforementioned expensive queries
are blisteringly fast on my local machine...in part because I don't much
field_test experiment data.

Encapsulating the "why we hide/show" something (#17166)
* Encapsulating the "why we hide/show" something

Prior to this commit, we were relying on our views/templates to
understand why it might want to append the "hidden" dom class.  That is
not ideal, because it required repeating knowledge about the conditions
of the policy outside of the policy's domain.

With this commit, we're removing a duplication of knowledge; or more
appropriately asking the steward responsible for the knowledge to
produce the answer.

Narrowing when we apply "hidden" by policy attributes (#17143)
Prior to this commit, we always assumed a policy based attribute would
have the "hidden" class and then we'd rely on JavaScript to toggle the
visibility.

With this approach, we are "cheating" a bit by specifically referencing
a feature flag that is the driver for the visibility behavior.

This mirrors the one-off behavior of forem/forem#16606.  Namely, when
the flag is off, we render without default hiding.  And when it's on, we
include the "hidden" attribute.

In both cases, we will still leveraged the [applyApplicationPolicyToggles.js][1]
introduced in forem/forem#17076.

An impact could be that if multiple flags are fiddling with the policy,
we could see an area disappear or wrongly remain present.  This would be
a warning to fix (the server would still enforce correct policies so
this would be a bit of a "heads up we have a mismatch in understanding
that happens to impact UI behavior").

Adding some docs for ApplicationHelper (#17022)

This is the happy byproduct of my waiting for Heroku's git server to
come back online.

What follows is my attempt to provide inline documentation for
application helper methods.  I haven't done all of them, but this is my
effort to inch forward the state of our internal documents.

Along the way, I've discovered a discrepency (and noted it but am not
going to proceed with any refactor).

Refactoring AdminMenu and Menu towards classes (#16847)
As I was looking to implement the new Spaces feature (see
forem/forem#16842), I began looking at how to adjust the admin menu.  I
found the Menu and AdminMenu.  I wanted to add the "spaces" item under
the `:content_manager` scope.  Looking at the implementation, I saw I
would need some additional branching logic.

To get an understanding of the implementation, I chose factor towards
classes.

This refactor does a few things:

1) Clarifies a method name (e.g. "children?" becomes
   "has_multiple_children?")
2) Adds some tests of the menu implementation.
3) Removes deeply nested hashs in favor of first class objects.
4) Removes a complex method for determining menu visibility, instead
   favoring a method that either takes a boolean OR a lambda.

There are further refactors to consider, especially in regards to the
helper methods and some of the coercion of strings into different
formats.  But this refactor gets me the part I most am interested in:

Making it easier to specify a menu item as visible or not.

Adding conditional rendering of navigation links (#16362)
Prior to this commit we had an inline logic check on whether or not to
render a navigation link.  As we are looking to rollout the feature flag
for Listings, we needed to add another somewhat complex conditional.

This commit moves the inline conditionals to a helper function, which
makes testing the logic far easier.  Especially since we need to bombard
the tests with the combination of 3 different boolean checks.  (And one
of those boolean checks requires even more but could be stubbed).

There should be no UI differences, as we're presently assuming the
Listings feature is enabled.

Patching ERB rendering of the data-info JSON (#16067)
Prior to this commit, we were somewhat naively rendering Hash style data
attributes in our ERB templates.  By rendering each hash attribute
separately, we were rendering characters that could break the
javascript (e.g. double hack or backslash `"` or `\`).

By moving to this view_object rendering, we leverage Rails's `to_json`
behavior to ensure properly escaped values.  As part of this exercise, I
generalized the method to allow for other places to benefit from this
behavior.

This generalization also helps ensure that we have a more conformant
rendering (e.g. we should always have an :id, :className, and :name
value in our data-info hash).

_Note: I've updated the user's names for Cypress tests as they are more
likely to catch the particular issue than anything else.  I assume that
I'm going to break some cypress tests and will need some help fixing
them._

Closes #15916, #14704

How to test locally:

Assuming you have seeded database (e.g. `rails db:seed`), checkout the
"main" branch.  Then in `rails console` find a user that's written articles:

```ruby
user = Article.last.user

user.update(name: "\\: #{user.name}")

user.articles.each(&:save)
```

Now, again on the "main" branch, start your application (e.g.,
`bin/startup`).

Then get a logged in and a logged out browser session going.  Open your
web inspector and open console.  Then go to the local instances homepage
(e.g., http://localhost:3000) and look for JS errors.

On the main branch, you should see an exception around
`JSON.parse(button.data.info)` (assuming that the `user`'s article is
rendered on the homepage).

Then go to the user's page (e.g. https://localhost:3000/:user-slug) and
look for JS parse errors.

On this PR's branch (e.g.,
`jeremyf/take-two-at-resolving-gh-15916`)
you shouldn't see those console errors.

More importantly, the Follow buttons should work.

Moving the "Null" user object closer to User (#16070)
* Moving the "Null" user object closer to User

Prior to this commit, we had the presentation concept of a DELETED_USER
in the ApplicationHelper.  Further, we did type checks against that
object instead of relying attributes of the object.

With this commit, I moved the "Null" user closer to the User definition
to help highlight the concept that there might be deleted users.

I didn't remove all of the type checks, but did attempt to create a more
"duck-type" object.

Further, I moved away from an OpenStruct which in the past (and perhaps
present) had performance issues.

Extracting container for allowed tags & attrs (#15338)
* Extracting container for allowed tags & attrs

Prior to this commit, we had several different locations in which we
specified ALLOWED_TAGS and ALLOWED_ATTRIBUTES for HTML rendering and
sanitization.

Curious to see how these either intersected or didn't, I opted to
create a container module that allows for us to more readily normalize
these allowed tags and attributes.  It's possible that we won't do any
normalization, but this work helps make that easier.

Ideally, I'd love us to contextualize "why did we choose the
tags/attributes we chose?"  But for now, I think consolidating these
tags and attributes will help make adding a `details` and `summary` tag
easier.

This relates to forem/rfcs#296
