Add netlify-cms as a dependency 
As noted in issue https://github.com/AustinGreen/gatsby-starter-netlify-cms/issues/73 and 35ccf1848d the `gatsby-netlify-cms-plugin` now requires `netlify-cms` as a peer-dependency
