Limiting feed queries (#15523) 
* Limiting feed queries

Prior to this commit, we were joining on all comments.  With this
change, we're limiting the comments to reflect the same time period as
our article limit.

Hopefully this further improves the performance of the query.

* Removing unintentional puts statement
