In order to remove some ambiguity around the availability of certain
profile fields, we can designate certain fields as "static." These
fields are intended to exist on every Forem regardless of configuration;
they contain basic personal info that most Forem's will likely use.
Because these fields already exist on some Forems it is necessary to
migrate the data from existing profile's data column to their respective
columns.
This change should behave as expected irrespective of the existence of
the static fields having associated ProfileFields, however, the UI that
is rendered in a user's settings still depends on the presence of the
ProfileFields. We can address that in a future change when we are
prepared to delete those ProfileFields entirely. We should make sure the
migration occurs without issue before moving to that step, in my
opinion.

Minimal reproduction via `rspec
spec/system/user/trusted_user_flags_user_spec.rb --order=random
--seed=9374` which runs in this order:
- when signed in as a trusted user
- when not logged in
- when signed in as the non-trusted user
- when signed in as the user
Because "not logged in" immediately precedes "non-trusted user" in this
order, the browser store cache is cleared and there is no user. Since
there's no user, the flag is not removed.

This one file seems to be associated with segfaults we're observing in
TravisCI.
To narrow down the source of the issue, disable this set of tests. (If

An unrelated spec failure was observed when this was run before
another test expecting the seed data to be present. It looks like the
specific pain point in https://github.com/forem/forem/pull/8865 was
around an rss reader spec (which is no longer in use) and I'd like to
try reverting this truncation behavior here.
The minimal failing test case I had on master was this

The find_by(attribute:...) in the edge case spec returned nil (since
there was no such profile field, the table had been truncated). Tests
pass locally so this might be fine to just leave on the defaults (if
that's the case the truncation support added in #8865 can also be
removed, this is the last caller).
