Prior to this commit, we had filtering options for email registration:
1. Specific allowed domains.
2. Implicitly allow all domains if no allowed domains specified.
With this commit, we add another option: The adminstrator may block one
or more domains from registering.

It was useful to see how many places the path knowledge is in the
tests (a lot of requests have GET /t/tag.name and need to have GET
URL.tag_path instead).

results.
Reverting because those test-side changes seem like a secondary
concern to the change in this PR (I'll file a follow on issue)
ActiveRecord already implements this at the model level and also makes
use of the ActiveRecord schema cache. `Database.table_available?` did
not use this query cache and ended up sending *all* of those queries to
Postgres every single time.
This commit solves two problems:
1. Redis cache usage is tracked under `redis-rpush` because they use the
same Redis URL and `redis-rpush` overrides `redis`.
2. Sidekiq jobs can enqueue an unbounded number of other Sidekiq jobs.
The instrumentation cost alone of enqueuing hundreds of thousands of
other Sidekiq jobs can be prohibitive, similar to DEBUG-level
logging. This commit wraps it in a conditional so it must be enabled
explicitly and can be turned on and off at will without a code
change.

For tags with non-ASCII names, we were generating busted URLs, which
would then cause errors. This commit fixes that particular error by
generating usable URLs.

We added a check for ConnectionNotEstablished, which causes the check
to return false if there is no database available (the case in
buildkite for rake tasks like assets:precompile), this changed the
implementation from an existence check (I can connect to the database,
but the table is not present, the situation when we have created a db,
but not yet populated the schema) to an availability check (either the
db is live but the table is absent, or the db is absent, in either
case we know we can't read from the table yet).
Change table_exists? to table_available? to indicate the new
behavior and update the two call sites.
When building containers, when there is no postgresql instance, this
check to AR::Base.connection is raising an error. We'd like to be able
to continue running `rake assets:precompile` without needing a live db
to check the schema for a table.
Handle connection errors as though they were a table missing.
