Adding more goals to feed experiments (#17673)
This commit adds three new feed experiment goals:

* user publishes four posts within a week
* user reacts with a "heart", "unicorn", or "reading list" to an article
* user reacts with a "heart", "unicorn", or "reading list" to an article
  four times in a week

In addition it adds it to the existing experiment.  Adding it to the
existing experiment is acceptable because:

1. We can ignore the results
2. The experiments are structured such that these new goals could be met
   with prior data.
3. Both variants are playing by the same rules, so the results relative
   to each other are valid.

**There is a nuanced assumption in how we handle reactions:**

This implementation does not count by unique article reactions. However,
most folks will ❤️ , 🦄 , and 🔖 in one swoop; thus
those 3 reactions are all grouped into happening on one day.

Further, it's a reflection of the person taking an action after reading
a post, not how much action on that particular post.

**Rollback considerations:**

This also includes a feature flag that we can explicitly disable if we
overload the application with workers handling reaction goals.  Using
`FeatureFlag.accessible?(:field_test_event_for_reactions)` returns
`true` unless we explicitly disable this flag.

Ensuring only privileged users may give certain reactions (#17632)
There are 2 things going on in this pull request:

1. Reducing duplication of knowledge, by favoring constants found in
   Reaction.
2. Creating and enforcing the policies regarding the different
   categories of reactions.

I chose to conflate these two as I was working on developing the
ReactionPolicy's finder method.

Don't send notification for invalid reactions (#16721)

When a moderator flags a user,
and an admin marks this invalid
and the moderator tries to flag the user again
then destroy the existing reaction, and check whether to notify

Since the points for invalid reactions are set to 0, this was not being
skipped. Now it will be.

Fixes #15245

I have no idea why `create(:vomit_reaction, reactable: user)` gave a
validation error about category being invalid, but `build().save`
worked fine.

* Move relation details to reaction scope `for_user`

Add a user method to access this by passing self to reaction scope

* Create a moderator when flagging user in factory

This might be a missing requirement in the reactions factory - but
this suppresses an error about invalid category I was getting when
setting a privileged reaction on the user via

    create(:vomit_reaction, reactable: user)

Everywhere else it looks like we do this with `user: moderator` (where
there's a trusted user in the surrounding context).

* Move trusted user requirement into vomit_reaction factory

* Add a data update script to remove reactions to deleted users

This cleans up the remaining invalid references and should make the
change in #15249 obsolete (i.e. we don't need to limit the view to
exclude items that no longer exist).

Deprecating User#trusted in favor of User#trusted? (#15639)
`User#trusted?` is more Ruby idiomatic than `User#trusted`.  This helps
align the various "User#question?" methods.

I've added a deprecation warning, but don't believe that this is active
in the code-base.

Fixing broken logic (#15549)
In #15412 I introduced faulty logic, and didn't reuse existing scopes.

For comparison, the original code for comment threshold checks was here:
5d5dbaca95/app/models/comment.rb (L303)

```ruby
Reaction.comment_vomits.where(reactable_id: user.comments.pluck(:id)).size > 2
```

This change restores that and tightens up the scope usage.

Ensuring reading list excludes unpublished articles (#15490)
* Ensuring reading list excludes unpublished articles

Prior to this commit, if a given user adds an article to their reading
list then the author unpublishes the article, the article remains in the
reading list.  When the given user would then "click" on the now
unpublished article, they would get a 404 Not Found notice.

With this commit, we now exclude unpublished articles from the search
results for the reading list.

This should also address the issue of attempting to archive the reading
list item (because it won't be visible in the listing).

One of the behaviors that is expected is if, in the above scenario, the
author again publishes the article, that article will again "appear" on
the reading list for the given user.

Refactoring and extending article spam behavior (#15399)
* Refactoring and extending article spam behavior

Prior to this refactor, we were checking an Article's title for
spaminess.  This change now checks the Article's title and
body_markdown.

In addition, the encapsulates the regular expression implementations in
favor of asking the Settings::RateLimit class to determine if the passed
in text is "spammy".

Furthermore, instead of having lots of inline logic within the article,
this refactor introduces a `Spam::ArticleHandler` class.  This helps
tidy up the already busy Article specs by delegating the business logic
of Spam handling to it's own class.

There are further refactors for Comments and Users that would follow
this pattern, but this change is more important to get out the door.

Caching sum privileged reaction scores (#15299)
* Caching sum privileged reaction scores

This relates to work on improving the feed.  Namely that in the current
proposal in PR #15240 I'm not accounting for how privileged users have
given feedback on an article.

With this change, I will now have a cached value on the articles table
that can be a proxy for how the privileged users have reacted.

In addition there's a small refactor that moves a constant to the
correct scoping object.

Dependent on #15283.

* Fixing method name to `exists?`

Prior to this commit, I was using `exist?` which doesn't work for
ActiveRecord::Relation objects.

This method previously assumed that a reaction's `reactable` had a
`user_id` attribute, but if the reactable was a User, it wouldn't have a
`user_id`. The user id would just be `reactable.id`.

This iframe is probably the fastest way to get a working mod actions
menu without rewriting existing code. We may eventually re-write this,
but based on Ben's recommendation we are going to go with an iframe
because it gets us a working feature quickly and it seems to be serving
us well in other parts of the application.

* Add the mod actions menu button to articles

When the user is "trusted" they will see a small badge on the lower
right-hand side of the screen. Clicking the icon reveals the mod actions
menu.
