Allow dynamic authoring of welcome notifications (#6045) [deploy]
* Add "Welcome" type to Broadcasts, allow dynamic "authoring" of Broadcasts

This adds a new `type_of` to the Broadcast model: "Welcome". As we begin to create a new "welcome notification" workflow, we'll categorize them by making them all of the same type.

This also adds a concept of a "welcoming user", which can be set via an ENV var. The WELCOMING_USER_ID will allow us to explicitly set (and change) which user in the database is the one that "sends" welcoming notification. In production, we plan for this to be dev.to/sloan.

* Allow WelcomeNotificationWorker to accept + send any kind of broadcast

This abstracts out the logic of deciding which broadcast to send from the woker into the calling method. This will help us send many different kinds of welcome notifications using one, resuable worker class.

* Raise if a Notification can't be created

* Add STAFF_USER_ID as an ENV var

This is in preparation for moving away from SiteConfig.staff_user_id, and replacing it with an ENV var. We will need to set this in production first, and then make a separate PR to replace all instances of staff_user_id with the newly-set ENV var.

Fix logging for dev and test environments (#5922)
* Fix logging for dev and test environments

We had some unused code for Timber in our config files for development and test.
However, this was completely clobbering Rails' default behavior of logging out to log/development.log and log/test.log. We should allow for logging in these environments in particular, and since we're not using Timber there, we can just revert to using the Rails default debugging log levels.

* Add Timber logger to specs that explicitly require it

* Restore default Rails.logger in specs using Timber logger

* Explicitly use Rails.logger in OmniauthCallbacksController

We seem to have different logger classes leaking into this controller in tests.
I'm not entirely sure why this is/haven't been able to investigate yet, but I do think we should be using the Rails.logger explicitly until we can figure that out.

The tests around `Podcasts::Feed` helped catch a bug around the
migration of the podcast episode creation delayed job where the sidekiq
version was passing a string version of item hash to
`Podcasts::CreateEpisode` which was in fact expecting the hash to
contain symbols.

b7bb006d70 Fix ProMembership Time flaky test (#5402)
After traveling back in time, it can be the case that between the call
to the service and the moment we check the current time, we moved on to
the next second.

Using Timecop.freeze takes care of that.

00dd84f9e1 Add a default message to badge award action (#5160)
* Add a default message to badge award action

Because:
 - The only badges routinely awarded manually use the same message
 - Right now, unfriendly/unsafe UI can result in an error notification

The only badges that are currently awarded manually (afaik) have the
message "Congrats!!!" so for the time being, if a message is not
supplied to the UI, it will simply use the "Congrats!!!" message as a
default.

That being said, I'm not totally convinced this message won't work for
the long term. Generally, if we are awarding badges by hand, I'd imagine
we'd want a specific message explaining why we are doing that, or just
be okay with "Congrats!"

After talking with Peter about it, the longer term goal should be to
move badge messages into the database so they can be modified in the app
and not hardcoded. That also make sense regarding the effort to
genericize the app eventually.

* Turn CacheBuster into a module

This class used no internal state, so repeatedly creating short-lived objects seems wasteful.

* Consistently use string interpolation and parenthesis

* Destructure arrays into meaningful names, formatting

* Fix request spec for internal classified listings controller

Interestingly this works when asserting directly on the module, but not on a double.
Asserting directly in the module seems sufficient for this test so the indirection
was removed.

* Turn CacheBuster into a module

41463a7264 Deduplicate giphy_img? function and add tests (#4590)
* De-duplicate giphy_img? function in favor of a tested service.
Add a tested `GiphyService` and move `giphy_img?` function to it.
Make `labor/markdown_parser.rb` and `models/html_variant.rb` use the service version of the function.

* Refactor GiphyService into Giphy::Image class
Based on comments from @rhymes, I've changed this into a `Giphy::Image` class sincethe repo is currently being moved away from `XYZService` objects for namespacing and organization purposes.

Update describe case to mention the current method name.
