Update ruby VSCode extensions for debugging ( #20816 )

The 'rebornix.Ruby' extension is deprecated. I replaced with the
'Shopify.ruby-lsp' extension since VSCode's Ruby docs pointed
users to ruby-lsp, see https://code.visualstudio.com/docs/languages/ruby .
